Holds the Federation Constitution, constitutional records, inheritance, witness, invariant stewardship, Museo, Registro, the Sterile Kernel, the Sacred Cœur, Basecell records, and the vaults. Preserves origin, custody, transformation, and recoverable history without converting record into destiny.

    • INVARIANT BASIS (emsbasis.com): Constitutional substrate. Defines constituted reality, constitutional state, identity, materials, heuristics, glyphs, admissibility conditions, state change, and the portable invariants upon which every Federation processor depends. BASIS determines what must remain true across implementation.

CEROAVAONO does not originate constitutional authority; it makes that authority encounter weather, distance, matter, inhabitants, and passage.

      • AIGIALOS is CEROAVAONO’s pre-custodial littoral field. It receives what reaches land before identity has been recognized, admissibility determined, custody established, or exchange authorized.

      • MOENIA is the inhabited boundary capable of recognition, encounter, and territorial passage.

      • WORLDGATE governs ontological admission into CEROAVAONO and chambered passage within its constituted world.
